DIRECTIONS OF ACTIVITY OF BODIES FOR WORK WITH PERSONNEL, MORAL AND PSYCHOLOGICAL SUPPORT FOR TIMELY RESTORATION OF COMBAT CAPABILITY OF SECURITY FORCES FORMATIONS

Abstract

The results of scientific research and analysis of governing documents made it possible to establish that the concept of moral and psychological support for the timely restoration of the combat capability of formations (military units) of the National Guard of Ukraine should be understood as the activities of moral and psychological support structures for the timely restoration of the combat capability of the National Guard of Ukraine forces to conduct hostilities, to perform combat missions by restoring the moral and psychological state of personnel,  his mental stability and psychological readiness to a level that ensures the fulfillment of tasks. Combat capability should be assessed by the following indicators: full combat capability: the formation can both attack and defend; partial combat capability (1st stage): the formation can defend itself and attack limitedly; partial combat capability (2nd stage): the formation cannot attack, but can be limited in defense; Total incapability: the formation is unable to attack or defend. Combat capability.

In its most complete form, the system of restoring the combat capability of troops was formed during the Second World War. It included: first, continuous, purposeful preparation of reserves; secondly, a clear system of material support for troops, which is based on a wide range of maneuvers of material resources, creation of mobile reserves of ammunition, fuel, food on vehicles, centralized use of transport; thirdly, an effective system of technical support, which is based on the introduction of progressive methods of repairing equipment that ensure its rapid recovery (in stationary conditions, the flow repair method was used, and in field conditions - the aggregate method); fourthly, a clear system of activities of structures for working with personnel to restore the moral and psychological state of personnel, their mental stability and psychological readiness to a level that ensures the fulfillment of tasks.

Regarding the moral and psychological support for the timely restoration of the combat capability of formations (military units) of the NGU: restoration and, if necessary, establishment of management and interaction with bodies for work with personnel of military units, military administration bodies of operational-territorial associations of the National Guard of Ukraine, the Armed Forces of Ukraine, the Security Service of Ukraine, the National Police of Ukraine, public administration and local self-government bodies; determination of irretrievable, sanitary, psychogenic losses of personnel of units, military units, military command bodies; determination of sanitary, psychogenic losses of personnel of units, military units, military authorities; organization of replenishment of personnel of formations (military units) and OR carrying out measures of moral and psychological support for rallying units; organization of informing personnel, cultural and educational work and recreation of military personnel with the involvement of local opportunities; organization of explanation to personnel of safety rules during maintenance of military equipment and weapons;  organization of work with personnel carrying out restoration, maintenance, repair and retrofitting of technical means, property of psychological services and their preparation for use; implementation of moral and psychological support in units that restore combat capability; participation in the creation (if necessary) of consolidated formations, their replenishment with personnel and equipment, as well as combat smoothing; participation in the promotion and presentation of servicemen who distinguished themselves in hostilities; organization of explanation to personnel of the rules of conduct with the local population and the negative consequences of their violation.Keywords: combat capability of security forces, units, military units and formations, restoration of combat capability, directions of activity of bodies for work with personnel on moral and psychological support for timely restoration of combat capability.
